Public Agencies systematically avoid, manipulate, and even destroy citizen complaints, and documentation, on Public Corruption, to minimize civil and criminal liability exposure of public employees. Without proof of notification, the life of adverse documentation filed with public agencies, is even shorter than the memories of the public employees, that the documents are filed with, and against.

Public employee privacy laws are systematically manipulated, and abused, to obstruct criminal investigations, and cover up public corruption, for personal and group financial and political benefit.

Citizens complaints on first responder criminal corruption that cannot be buried, are systematically pushed into the civil litigations system. Civil litigation is one of the most effective criminal corruption cover up tools available to public agencies and their officials. Unlimited tax dollars are then used to financially break the citizen, and to avoid and/or pay off civil litigations, with no criminal investigations, and court protected secrecy agreements whenever possible, to protect the public agency cover up.

The complaint process was to provide a public record of written, audio, and visual evidence of what was done, or not done, about public criminal corruption, and citizens complaints of public criminal corruption.
